  At Joan Richards Learning Village Preschool, our mission is to create a positive environment that offers high-quality early education experiences for preschool-age children. The California State Preschool Program (CSPP) at Joan Richards Learning Village (JRLV) Center is administered by the California State Department of Education, Early Learning and Care Division. This program offers comprehensive child development services, including education, health, social, and nutritional services, along with valuable parent education.
