The purpose of the STAART (Stockton Takes Action Against Retail Theft) program is to address the serious epidemic devastating our business community, costing our business community a tremendous amount of money, time, and future revenue. As part of the program, there are billboards around the county which promote that the San Joaquin community is watching.
